JOB POSTING: Director of Human Resources
This position is responsible for the overall day-to-day human resources functions for Desoto County, under the direction of the County Administrator and Board of Supervisors. Responsibilities include staffing, recruitment and retention, training, coaching, team building, employee relations, performance management, policies and procedures and compliance with all federal and state laws and regulations.
Tasks
*Hands-on involvement in managing the organizational staffing function of the county
*Work with the County Administrator, Insurance Committee and CFO on all benefit programs and anticipated expenditures, plan design including interface with brokers, consultants and industry products
*Manage all benefit programs including medical, dental, vision, employee assistance program, life insurance products, supplementary life and health policies, short and long term disability, deferred compensation program
*Develop, recommend and administer compensation programs
*Interface with PERS for retirement plan and assist employees in filing for retirement and retirement disability
*Update and maintain personnel policy and procedure manuals and employee handbook
*Develop and maintain employee relations
Consult with employees and managers on employee relations issues such as coaching, performance management, disciplinary recommendations, etc.
*Manage Workers' Compensation program including First Report of Injury, Return to Work, claim management
*Prepare recommendations to the Board of Supervisors regarding human resource issues including personnel recommendations
*Interface with Board Attorney on legal issues
Manage unemployment claims for Desoto County Board of Supervisor employees
*Prepare and manage departmental budget and health care budget including analysis of projected expenditures and trend analysis
*Manage legal compliance with human resources issues, including but not limited to FMLA, Affordable Health Care, discrimination issues, disability issues, etc.
*Offer, develop and often lead employee training programs
*Work with and assist elected officials on human resources issues as requested
*Act as a liaison between the Board of Supervisors and employees and departments as needed
*Manage the county payroll function
*Other duties as assigned
Desirable Knowledge, Skills and Abilities
*Knowledge of human resources policies, programs, methods and practices
*Proficiency with Microsoft Office suite
*Ability to interpret regulatory documents and compliance standards
*Develop and implement policies and procedures related to personnel issues
*Knowledge of Affordable Care Act regulations and mandatory filings
*Knowledge of legislation impacting human resources
*Ability to perform various mathematical functions

Education Level and Experience Required/Preferred
*bachelor degree from an accredited four year college and a minimum of five years of experience in Human Resources Management
*Strong working knowledge of federal and state employment regulations
*Experience working in a government setting preferred
*Certification as PHR/SPHR preferred
*Munis experience preferred
*Experience in payroll and accounting practices preferred
*Software implementation experience a plus
